They watch the mini-lectures ahead of class. If they are more prepared for class, they will learn more and you will have a better discussion. get them involved and increase their learning. 

Oral English focuses on techniclal skills: grammar, pronunciation, vocabulary, accent and things of that nature and conversation.. Public speaking focuses on critical thinking, on your ideas, on the structure of your speech, analyzing your audience, putting the speech together for thats pecific audience, then standing up delivering the speech, not talking casually in conversation, but on a formal kind of stage.

Let another students introduce the speaker before the speech.

Aligning tasks for students with different levels:

Let them choose tasks with different difficulty levels -- introductory, persuasive, etc. including reciting previous speeches.
